Commissioner for Foreign Affairs today informed

me that in recent loan negotiations Hongkong interests were represented by Li Yao-tsun chairman of the

Chinese Chamber of Commerce and Kotewall a member of legislative council. I do not know if He Tung is

in the same group or competing.
